One MoNoRi-Chan's Apartment and its subterranean base are of paramount importance for catboys in Sarkhan. In a world that can be hostile and inhospitable to catboys, the subterranean base provides a safe haven and a place of refuge. It is a critical component of the catboy's survival strategy and their efforts to maintain their existence in an uncertain world.

The subterranean base is located beneath the One MoNoRi-Chan's Apartment, and is designed to protect Sarkhanese and catboys from the rising sea levels that threaten to sink NeoBangkok into the sea. This is due to the excessive consumption of groundwater in the city, which has led to contaminated and unhealthy drinking water. To prevent further sinking, the Catboy Council has banned the consumption of groundwater and implemented the American 811 system to call before any NeoBangkok residents dig underground.

The subterranean base is a self-sustaining ecosystem that provides the catboys with everything they need to live a comfortable life. It includes living quarters, food production areas, waste management systems, and a fully functioning society with its own government, laws, and customs. In this way, the subterranean base serves as an exodus for catboys, allowing them to escape the hostile environment of the world above and build a new life in the safety and comfort of the underground world.

To prevent the city from sinking further into the sea, the government of Sarkhan banned groundwater consumption and declared it either contaminated or unhealthy for drinking. The American "811" system was also implemented, requiring residents to call before digging underground.
